Windshield wipers stuck running on '97 VW Passat?

I recently bought a cheap '97 VW Passat. One of the reasons it was cheap is the windshield wipers were stuck on, pulling the fuses or turning the car off was the only way to stop them. Reading similar topics on other model cars, it sounds like either the relay or the motor… just to be sure I unplugged all of the wires from the wipers lever and it still did the same thing. I ghetto rigged a toggle switch and in-line fuse from the fuse box as a temporary fix, but I would like to fix the problem so I can use adjustable speeds, intermittent ect with the lever rather than just 1 speed off a toggle switch. I am wondering how I would go about figuring out if the problem is in the relay box or the wiper motor or if its somewhere else in the system that I'm missing.

However, it is best to fix those scratches right away because they are not only unsightly but also post danger for you and your passengers. To help you in fixing scratches on your cheap windshield, you need some materials such as cerium oxide or also known as jeweler’s rouge. You can purchase this from a hobby or a jewelry shop. When choosing the cerium oxide, make sure that you purchase the one in red color. Also, you need to get firm felt pad, clean rags, small bowl, window cleaner (just a little of it), and nail polish in clear color. Lastly, glycerin is also needed and you can buy it from pharmacies.

That’s all that the materials that you need to fix the scratches on your windshield.  Make sure to fix those scratches the soonest possible time to ensure your safety when driving. If you haven’t experienced fixing scratches before I would recommend that you ask your friends to help you.
